A Northwest native, Larey was born in Portland, OR and he has two sisters and a brother. His family spent a year in Boston, MA before settling in Bellevue, WA in 1957. He graduated from Newport High School in 1969 prior to being drafted for military service.

He served 2 years 9 months on active duty in the US Army. Eighteen weeks of T-School at Ft. Eustis, VA was followed by nearly a year in Vietnam with the 101st Airborne Division and the 1st Air Cavalry Division. He returned to Ft. Lewis, WA with the 9th Infantry Division before serving one year in the Army Reserve with the 92nd Aviation Company at Paine Field in Everett, WA.

Larey enjoyed his career in Manufacturing Materials Management. He was certified in production and inventory management (CPIM) by the American Production & Inventory Control Society in 1984 and held various challenging positions. He made a career change in 2002 to pursue a life-long dream. He recently graduated from Edmonds Community College with an Associate of Technical Arts degree in Construction Management and is self-employed as a consultant. He also has an AA in General Studies from Bellevue CC.

He was appointed to fill a new position on the Alderwood Water District Board of Commissioners and served with distinction from Jan 1999 to Dec 2001. During his term, Larey earned a reputation as a thorough investigator, a tenacious negotiator and a principled advocate for ratepayers. He was instrumental in expanding the scope of the 1999 Sewer Comprehensive Plan review and he spearheaded Alderwood participation in the Sno-King group, an organization dedicated to advocacy and lobbying interests specific to local water resource purveyors. He also championed the formation of the Alderwood Ratepayer Advisory Group. He is a member of the American Waterworks Association (AWWA) and the Water Environment Federation (WEF), and an associate member of the Washington Association of Sewer and Water Districts (WASWD).

A homeowner in Snohomish County since 1989, he and wife Catherine live between Bothell and Mill Creek with their cats, Mo and Rodney.
